Rommel. PL is better for heavies than Blitzkrieg, in all other stats/skills they are almost the same general.

For some reason I thought Rommel has it too. But as heavies are mostly used for annihilating of infantry crowds (at least in my play style), Rommel’s golden PL still gives him a great advantage

This answer depends on which generals do you have.
In isolation, Guderian is a bit better thanks to his Anti-armour. Blitzkrieg also can come handy (especially when fighting artillery or other heavy tanks)
Desert fighting is very situational. Most of the time you fight in plains, mountains or forests.
When you have both, you often have to decide which one goes to HT and Rommel simply is not as good on MTs as Guderian. So putting him instead on the HT loses the least output

Desert fighting is actaully useful only in 1942 AG and 1942 Campaign (and some 1944 Africa missions)
