All leader skills (inf leader, panzer leader, arty leader, fleet leader [Airforce leader not included]) actually trigger rumor. I saw that my Guderian and my konev when they trigger Panzer and Arty leader it triggers rumor too! I didnt know this until i got Guderian. Which is cool  |

Its not a 100% chance, but what happens is both trigger but the icon for only one shows up.

Yeah. Many skills override the icon of another skill. Leader is on top, then blitzkrieg, then rumor.

i also found out that sometimes when Guderian uses Blitzkrieg it also triggers rumor (sometimes)
