Fire Suppression is 10 p.p. worse than Guerrilla. I get it that you like steady bonuses more, but maths speaks about it differently and this time it doesn't even depend on the way it's programmed.
Let X be the times your general attacks
Expected DMG input for FS general is (1-FS%)*X=(1-0,4)X=0.6X
Expected DMG input for G general is X*p (where p=1-G% is probability of getting hit), so= 0.5*X
You can clearly see, that Guerrilla gens take 16,666% less counterattack dmg on average. Yes, FS is always 60% and G will vary in small numbers, but over time you are better off with G general.
I don't think any general actually has these skills, but Expected DMG input for G&FS general is X*p*(1-FS%)=0.3X

Personally, I use both Arthur and Yama, but when I can choose, the latter is prefered

As I said: In the long run you are better with Guerrilla. But you can do whatever you think is better anyway. For Example, I bought Boris, maxed 2 inf generals and 2 tank gens.
