Montenegrin Campaign is in the 6th Chapter. It's the 6th Mission. You have to take 7 cities and 3 ports. Hard right? No. This might be because I have Balkan Lion tech, for mobility and attack, but it was fairly easy.
I attacked in an L shaped assault. I put my best generals on the starting units and begun the assault. at all of the ports, kill the ships with you howitzer and use trash units to capture them. DO NOT SPAWN IN UNITS. At the city just west of the Montenegrin capital, upgrade it to level 4. Then, spawn Air Gun Soldiers or whatever you want to fill in the cap of 8 generals. Then, attack Nicholas. I killed him fairly easily, and I got the capital in the turn after I killed him. Then, you march to the (hopefully last) Serbian city, the Sturm city, and capture it. You allies will be fairly helpful, by capturing the 2 cities directly south of their spawn.
