Here is my guide for the battle of Los Angeles. In case you get stuck on this one @vonmanstein77, I’ll tag you.
This battle is by far the hardest of Axis 1945. It requires you to divide your armies a lot and the American seems to have infinite supplies. To had difficulties, your allies seems to always get wrecked if you don’t help them. Oh, I forgot, you also always are short on time for the secondary objectives. To add on that, you have low revenues. Worst mission EVER.
Guide
I think to use 1 medium, 1 heavy, 1 infantry, 1 navy, 1 carrier (air) and 1 artillery General for this campaign.
Your first move will be to land your forces in the blue circle I drew, you will want them to be there around two or three. At the same moment, you will want to destroy the forces in the Port near Los Angeles, forces that you also will want to be killed around two or three. Buy another carrier or cruiser, depending on which if you generals have an aura.
You now want to capture Los Angeles. You only have until turn six, so go FAST. Use your destroyer to capture the port and bombard the anti air gun in the city with you ships and carriers. Move your forces that you have landed to Los Angeles and try to open the way to the city so Guderian/Yamashita can capture it.
Capturing Los Angeles (or arriving to turn six) triggers the arrival of new landing forces, but also of Nimitz’s navy coming back from Hawaï. Move your landing forces to the blue circle as fast as possible and send you ENTIRE navy to attack Nimitz, who you have to kill before turn nine. You absolutely need to block him from destroying you landing forces.
Capturing Los Angeles (or turn six) also triggers an paratrooper attack on Los Angeles led by MacArthur. He should arrive on turn seven. Oh what coincidence, IT’S ALSO THE TURN YOU NEED TO KILL HIM. Make sure to use Rommel to wreck him in one turn, then finish the rest of his paratroopers forces. To help in that mission, buy reinforcement (1 medium, 1 heavy, 2 infantry and 1 heavy artillery).
Now that you have defeated both counter attack, you need to separate you forces in four. You will send Nagumo and two infantry to capture the city below Los Angeles. Kesselring and the rest of the navy will go help you allies defeat Hasley’s and the rest of the ennemies around San Francisco. Leeb and his landing forces + all the artillery you have will group together to prepare an attack on the northern objective. Rommel, Guderian, Yamashita and the rest of the forces will go attack the objective right before Phoenix. Don’t forget to leave two infantries in Los Angeles.
Send Leeb and his forces to the red objective city and capture it as fast as possible. After that, prepare for the two stack heavy tank General counterattack. He comes with a bunch of armoured forces so use Leeb to wreck them. The two infantry in Los Angeles are there to stop a random paratrooper from capturing the city.
Now that you have captured the red objective city, sent all you forces + reinforcements (2 infantry, 1 armoured car) to capture Phoenix. You will need to open the way for Yamashita/Guderian fast, because you’ll only have two to four turns to do so. Keep attack the city below Los Angles with Nagumo and the two infantry.
Now that Phoenix was captured, send your the 3/4 of your forces to recapture the objectives that you lost. Leave 1/4 in Phoenix to secure your revenues and the objective.
Help your allies the capture San Francisco and the last objective and defend the one you where charged to capture. If needed, move the forces that captured Phoenix north.

I already completed the game, my tech is 6-6-6-4-4 and the special forces I used are all maxed, so it’s normal if you can’t complete the mission as fast as I did.
Replenish Guderian and Yamashita when you can, use infantry to defend cities, make sure Leeb and Rommel take the less damage possible, don’t bother to replenish Kesselring and Nagumo after you defeated Nimitz, use paratroopers to capture the northern objectives and make good use of your anti-tank and anti-infantry SF.
