Murat has the highest output, is a decent hybrid, and doesn't need much training, but he has War Expert and lacks Strike, IMO the most important Cav skill. In addition, he doesn't have many training stars.
Dombrowski has Strike, Surprise, Defense Art and Banner, which, except for Strike, are all good-but-not-great skills. Surprise, IMO, is a good skill only when there is not much fluctuation in damage. Defense Art is good, but one can't count on it, which lowers its value much more than inconsistency does for Assault Art (it is the meaning of life and death rather than kill or alive). Banner is like Berthier: excellent but ridiculously expensive. He also has the Most training stars. I think he is the best defensive Cav, but this game is about the Offense.
Paget has 3 great skills and one useless one. Economic Expert is great, although not as good as the excellent Economic Master, and frees him to get an Offensive Item rather than an Economic one. Assault Art is great, and Strike is the best Cav skill in the game. Mobility is useless. He will also need some regrouping.

Murat has Spy, which is great for the forts. He does lacks Strike. In my opinion, Murat is replaceable with Sulkowski for Medals or even Sophia for free. Though she needs some training, she can still easily do the work of Murat.
Paget? Seriously? Do you consider him as an economic general? We have Arnold for medals and FROM THE START. If you consider him as a general who will fight, then Economic Expert is useless. Assault Art is based on Chance, which I hate. Of course he has strike, but so does Dombrowski, my candidate.
He has a Strike, Surprise, Defense Art and Banner. Though the skills are not great, but it's the best we have on a Cavalry General (Who's better?). Moreover, Banner's potenial, though expensive, hasn't been seen much. Put a flag and his Army group will be invincible!

Economic Expert is Useful all the time, because extra cash/industry/food is always good. It also saves you from having to upgrade farms/cities/factories just in order to get food.

That is an icing on the cake. You don't really see any cavalry general better than him

Dombrowski and Paget are better at killing humans but Murat beats both of them at killing forts. I call it a three way tie but only if you give Paget and Dombrowski their 5th cavalry stars. All three can be replaced more or less by Sulkowski, Sakurako, Sophia, or even Ney

Assault Art produces better overall output when it activates. Then again I favor a "no fear no doubt all in balls out" approach to EW4 lol, attacking output above all else

If you can get a snare drum (which unless you are doing a naval mission should always go on cav) it makes defense art less useful as your output remains the same regardless of your health. And most enemy gens are easy to trap and whittle down anyways. Poland does not face a gen with leadership in the opening rounds of either 1798 or 1809 if I remember correctly.

Objectively talking, Dombrowski is the best general here. However, I have Lan, who is the perfect cav general. So, I would actually prefer Murat. I love cracking forts I do have my most beloved 5* artillery Sophia, but the more the merrier. I think I'll get Murat as a filler later when I start getting IAPs and slots. (f2p fully currently)
