It's an interesting idea. However, the other problems of giving due credit and hoping for a good reception from interested members exist.
So far, there aren't many, if any, hard core members left who are willing to play with the no-gens route. It may be a waste to create add in a translated no-gen update to the Libraries if no one is interested in them. If any party is interested, go ahead at your pace.
It's the same concept which applies to the creation more "updated" or in-depth Campaign guides as well as Conquest guides for the missing belligerent and the conduct of research into the unknown of an old game.
