My two favourites are Empire and Napoleon. I'll give you a run down on the different scenarios of all.
Shogun 2 (with RoS and FoS): Japanese Civil War in late 16th Century. With the two DLCs you get the civil wars in 12th Century and the one in the 1860s. This game is alot of fun and can be very interesting if you never went into Japanese history. With all the DLCs it should 30-40€. If you buy this only get the two big DLCs. Don't buy the unit packs

Rome: starts in 270BC I believe. Alot more detail than the others. Great variety of countries to choose and the DLCs are about some of my favourite things back then such Hannibal Barca and the Greek Civil War. (includes steam workshop)

Empire: Pretty old but graphics are acceptable. There is a Natives DLC (you play as a Native Tribe in 1783). The game just starts in 1700 and you pick any nation. With a little bit of modding you can unlock all nations. I love to recreate Nader Shah or bring the Ottomans back to former glory. This game did everything right imo but didn't get the new advancements (such for diplomacy). If you see it for 10-15€ it's worth it.
(no Steam workshop)

Napoleon: Pretty much Empire made better but on a smaller scale. In Empire there was most of N America and a bit of S America, the coasts of multiple nations (trade), and Everything from Iceland to Ceylon. Napoleon runs smoother though. When conquering a city for example you can now make it a vassal. If this game is 10-15€ I recommend you get it. This game includes Napoleon's most famous battles and 4 Napoleonic campaigns. Italy, Egypt, Europe (1805-1812) and the Battle of Waterloo.
