How does movement work? I mean a heavy artillery cannot move 11 hexes if the general has 5 star movement, engineering, and 2 artillery horse.

Entering a hex costs between 3 and 6 movement for artillery and cavalary. Depending on the terrainFor infantry entering a hex always costs 3 movement. With the War Horse or Geograpy skill, entering a hex costs 3 movement.

It is a bit tricky John Marston, I can't see the difference between plant and forrest or hill and mountain. But with the evasion I can determinate exactly how much movement-cost every hex has. So I prove exactly, which fields my enemy can reach, and which not.
