so I was playing an new game against yogoslavia in 39 as leebs army and the western armygroup only had 2 provinces left one of which was an city, I used spy on it waited an turn and they put an new general and a lot of new troops on the city that I just spied, how is this even possible?

The apparition of a General happens on a specific turn. Usually spy works on AI, but not in those specific circumstances. I think. It would be too overpowered to spy a region so a General can’t spawn on it. |

It would be too overpowered to spy a region so a General can’t spawn on it. ah thank you, thanks to that general I lost Leeb so I got swiftly overrun by the french, but that is good to know, also is there any way to know when and where an general will spawn? |
