Okay, hear me out. Voronov is the best choice for 3rd Allied artillery general after Govorov (1st) and Chuikov (2nd). He has three stars in artillery, and 12% each for Artillery Leader and Accuracy. This makes him better in terms of raw output than Alexander and Konev, who are either situational (Konev) or just weird (Alexander).
Voronov does not have the best skills, and doesn't stand out in situations where the other two do, but Voronov is dependable. His skills will always retain the same value, on all terrains, and on all types of artillery unit. Nobody really seems to talk about him here but he is my go-to whenever I need an artillery leader for a third unit in Allied campaigns (which for me is often, I spam artillery).

Jungle Fighting lvl2 Vs Accuracy lvl1. Even if he joins alot later is is undeniably superior.

My problem with Konev and Simmons is that they are terrain dependent, which makes them situational. Simonds has jungle fighter which is way more useful than Konev, but he comes around way too late. deGaulle is an interesting option, but you sink 905 medals into him versus like 300 for Voronov for basically the same output. Simonds I can understand an argument for in general. If you make use of every forest and only put Simonds in forests than he will do better than Voronov, given that you are creating a situation that favors Simonds. Konev only seems useful to me in Soviet missions and campaigns, where snow exists. deGaulle is not really viable because of his cost. If you want the best general for the price, I think Voronov still is better than the others.

He gets +5 damage at almost all times from Encouraged, +12 counterattack damage at all times, and a good array of stars. No, he is not terrain-dependent, and more importantly, he is not RNG-dependent.
