I’d go for Patton. Even if having a Navy General would be optimal, I personally think a second good tank General, like Patton, is way more important, (even though Timoshenko is based). Cunningham does the job pretty well.
At the end, taking a second tank or a first navy is not a big difference since Cunningham and Timoshenko are pretty good Generals.
I personally had way too much Generals on both side:
Axis: Guderian, Rommel, Yamashita, Nagumo, Kesselring and Leeb ( + Rundstedt once I finished the game)
Allies: Patton, Rokossovsky, MacArthur, Govorov and Nimitz ( + Vatutin and Halsey once I finished the game)

You passed Leyte, so you don't need a navy, and you really need an Axis Air, so I vote Yamamoto.

I think right now you need more an allies general than axis. So either go for Nimitz or Montgomery/Patton (at the stage you are, I would go more for a good heavy tank than a med gen but Patton still solid).
For Axis, you will never use Yamamoto navy stars, so go for Kesselring.
