I would say Hindenburg-Ludendorff duo if going by all their influence, they won stunning victories not only preventing a fall of East Prussia and Possibly Berlin , but also the turning tide on Eastern Front, they implemented Stormtroopers (which inspired the "Blitzkrieg") and most importantly they created the stab in the back myth.
And if going military success, none of them had success comparable too Mackenson.
Under Zhukov, Soviets suffered huge casualties even on its biggest successes like during Operation Bagration- Soviet Casualties were roughly 770,000 While German casualties were roughly 550,000 at their highest estimate. Soviets also lost 2000+tanks, 2000+ Artillery and 800+ planes.

Where are Hindenburg and Ludendorff? I knew they were going to ask me about Hindenburg! Well the reason is because like I did with Eisenhower, I didn't want to put a military man who was a politician and about Petain ... WW2 doesn't exist. and Ludendorff if I'm honest I only know him from EW6

During WW1, he was a hero and was like Father figure to the Germans, inspiring, calm against even the greatest risks,confident,charismatic, desicive, having all the qualities of the leader of a Prussianist Germany and his words were of immense importance as it became clear it with his statement given to the German Parliament investigating about the cause of German defeat in the war," A British General has correctly said German army was stabbed in the back". Ludendorff was one of the best planners ever to exist, a brilliant tactician but short on temper, not so much inspiring, basically lacking what Hindenburg has. That made Ludendorff and Hindenburg a neay perfect duo who complemented each other.
