1. Good Stars - He need to be hard-hitting to be a beast. Take Guderian. 4*s? +20 attack? Yes please. Note that just because a general has good stars doesn't mean he's a good buy however.
2. Good Skills - He needs to have good skills. Take Rokossovsky. 3*s? Monty has 4*s, so Monty wins, right? Nope. Rokossovsky ties at the very least and has wonderful skills, so he is better. Skills are more important than stars in most cases, so look out for the good ones.
3. Cost - Shouldn't be too costly for what he offers. Take de Gaulle. He isn't Hoth bad, but he is pretty bad, at a whopping 900 medals. 500 is more like it. Some generals are worth it. 1000 medals for a specialized tank killer in Guderian? Did 150 damage on a Medium tank (2 stacks) to a Heavy Tank. Some are worth it (Guderian, Rommel, Rokossovsky), some are not (de Gaulle, Ushijima, Konev)
4. EFC Approved - The general should be EFC approved. Remember, since everyone is entitled to their own opinion, some generals may have varying accounts. So look closely and decide wisely on a good general.
5. Plan Medals - What I mean is choose your generals economically, trying to get a good general to fill out achievements for more medals, and use the medals for generals.
6. Mobility Matters - One reason Vatutin isn't favored over Rokossovsky as a first allies tanker, as though he has better damage, Rokossovsky has mobility, which is a lifesaver.
7. Be Reasonable - Say you are on Western Front 1939. It wouldn't make sense to go straight for Donitz or Mountbatten. Go for more reasonable generals, like getting Donitz in Pacific 42', Mountbatten for perfecting Battle of Taranto, and 42', make sense. Stuck on a naval mission, naval general, need a tanker, get a tanker. We could go on for ages.
8. Look Out for Lineups - Lineups are the generals which don't need a slot to be used in a campaign. Generals which are in lineups are economical and will save space for better generals, make sure to got non-lineup generals as well, if they are good, the deserve a slot.
9. Use Cloud Saving - Test out generals you are considering with the cloud function, see if they are good, then load the old save file where you haven't bought the general. Remember, use them right, or else you may miss out on gold.
10. Plan Paths Out - This goes along with "Be Reasonable", but don't get Nagumo straight after Donitz for example, diversify your arsenal for different jobs, or else you won't be unlocking your generals (and medals') full potential.
That being said, I hope you have a good time shopping, it's one of the (many) fun parts to the game, to plan out, and have time away from the combat, and if you are stuck, using that general will just feel more rewarding.
