How does military academy general (level 3 university) pool works? Are they preset for each start date? Are they completely random? If there is a pool, is there a list for all the generals somewhere?

Asking because I don't use campaign generals at all for RP purposes and I want to buy generals fitting for the country

Edit: Side question, what are some obscure generals/items on generals that the AI spawns in Conquest? I saw Crawford having the book "Wealth of Nations" which I haven't seen anywhere else
