For those of you having trouble perfect clearing Tobruk, I hope this helps~
Mission objectives:
Main: Annihilate the enemy
Sub 1: Defeat Montgomery (8 turns)
Sub 2: Occupy Tobruk (12 turns)
Sub 3: Occupy Bardia (16 turns)
Generals used: Guderian (Medium Tank), Rommel (Heavy Tank), Leeb (Heavy Artillery), Rundstedt (Infantry), Bock (Heavy Tank), Messe (Medium Tank)
For this mission, speed is rather important since desert terrain is quite hard to move on. I would advise you to make good use of paratroopers and fast special forces. You'll need to do some minor splitting of your forces too, which I'll explain in depth soon. Your allies, Messe and Guderian will clear their sections of the map reasonably well before getting destroyed, so just let them be.
Side note: If you have Yamashita in lieu of Rundstedt, be careful with some of the parachuting maneuvers. Rundstedt can take quite a few shots in the middle of enemy territory due to his fire suppression skill.
Battle flow:
Force: Your troops
The trickster: That one infantry who's going to steal cities.
Rommel: Ally Rommel and his german gang
Italians: Ally Messe and company
Reinforcements: Bocka and whatever troops you want to get
Kesserling: Ally Kesserling and his paratroopers
Red circle: Montgomery
Yellow circle: Auchinleck
Now to explain it in depth.
Firstly. move the infantry troop that you can spare downwards to take the oil field and the italian cities. You may want to give him a transport troop from the second turn onwards.
Now your money supply is secured.
Place an Elefant on Leeb's heavy artillery, then move your generals to break through the blockade below Benghazi. Since Rundstedt and his infantry is rather slow, you may want to place a paratrooper on him and drop him just outside Benghazi to start fighting there.
After breaking through the blockade, send fast troops, like Guderian or Messe to take Benghazi while Leeb and the rest of your troops cut through Mecheli before moving up to meet Montgomery at the red circle. This is because the river and mountains beside Benghazi seriously slows down the mobility of your troops. Cutting through north of Mecheli is significantly faster due to it being flat land.
As for your battleship, it'll be busy dueling a submarine. It'll probably be able to handle it alone, so just let it hang in there.
You should take note that Allied Rommel dies around Mechelli no matter what. He will seek out enemy troops around Auchineck (Yellow circle), which will take him out.
Take Benghazi, replenish Rundstedt, and use another paratrooper on him, this time to drop on Montgomery. Hit Montgomery with Leeb and Rommel. With luck, that'll be enough to kill him in two turns. If you want to be sure, just throw everyone at him. Guderian may lag behind through the mountains, so if you have spare cash, place a special force on him.
You can ignore the coastal gunners for now.
After taking Benghazi, the map will expand to include Kesserling in the northeast. Listen to the man carefully!
"Take Tobruk, my paratroopers will support the field"
You may think that this means: Take Tobruk, as my paratroopers support you.
However! This is a mistake!
What Kesserling is actually saying is something else entirely. What he means is: Take Tobruk, then, my paratroopers will support you.
At the same time, a whole fleet of German ships will enter the map. They're more than capable for handling everything at the sea, so let them be.
Around this time, your trickster infantry should be stealing the factory and city from the Italians that you can purchase reinforcements on.
Take the factory first, then the city.
This is because we want to get Bock there. Buying Bock on the factory saves us an extra turn to purchase his second stack. Buy whatever reinforcements you want to at that city too. Tobruk might be too full replenishing Rundstedt and the tanks afterwards.
You may ask: Why not buy Bock at that factory instead of the factory that Montgomery was sitting on at Derna?
Two reasons.
One, That factory is needed to replenish your troops, Rommel and Guderian take priority. Messe can wait.
Two, Bock isn't fast. rather than forcing him to travel down from Derna, where he'll get left behind, it's better for him to cut through the desert and meet at Tobruk.
At the same time, place Rundstedt on another paratrooper and drop him outside Tobruk. Charge with everyone. Use Leeb to take out Auchinleck and your heavy tanks to raze Tobruk.
Ahem, you may take a look at what happens if you forget to replenish your Rommel at Derna. I had to retreat him and lose a few turns. Tankfully, Bock stepped in.

After taking Tobruk, quickly replenish your troops while clearing out the enemy. You'll thank the trickster for stealing all those cities by now.
Kesserling will now land around Tobruk and help you clear out the enemy.
If Kesserling takes any cities or villages, take them back. He didn't tank through the desert and doesn't deserve those.
With your replenished generals, quickly rush Bardia, ignore the southern French city unless you have free hits with your heavy tanks/artillery. Remember to equip special forces! (I kept forgetting to equip special forces)
Alexander will be sitting on the factory, protecting the area. Speed over to him and give him a hit. He'll turn and run to the edge of the map, freeing a space for hitting Bardia. Use your heavy tanks and artillery to smash Bardia.
Kesserling will... do whatever he wants, like attacking that french city along the river.
The german fleet will clear Cunningham and his fleet, once again, ignore them.
Your battleship should be behind with low Hp. Make sure you use it to take all the sea oil fields and ports. Extra income is always welcome
After taking Bardia, Rommel will announce the good news and the bad news!

The bad news, you aren't done yet.
The good news, victory is within reach!
I see this as an absolute win!
Replenish your troops and charge downwards. Annihilate them all with your full force and let them know why "German engineering is the best!"
Final notes:
My tech level is 6/6/5/6/3 with most special forces maxed out, especially that Elefant. If you haven't upgraded its movement yet, you may be a bit slower, but if you keep moving, I'm sure you'll make it in time~

I wouldn't know, neither would you. It's a secret that only Messe himself knows
Perhaps I was too slow in getting the port and oil field and Messe decided to do it himself.
This happened once in my 5 games so... it probably won't happen to you.
