This defense mission does seem daunting at first, but if we consider analyse it carefully, it isn't so bad!
You'll just be getting swarmed by the British! Nothing more, nothing less.
Look at all those tasty British troops waiting to be eaten, yumyum!
So without further ado, let's get started!
Mission objectives:
Main - Control 3 Key areas
Sub 1 - Hold Fort Capuzzo (8 Turns)
Sub 2 - Hold Sallum (10 turns)
Sub 3 - Defeat Wavell (12 turns)
Generals used: Rundstedt (Infantry), Guderian (Medium Tank), Model (Infantry), Bock (Medium Tank), Messe (Armoured Car), [One empty general to use as you please]

Detailed Breakdown
This may be slightly hard to understand at one go, so I'll break it down for you as we go along, commander.
On the very first turn, you'll be facing an assault on Halfaya Pass and Sallum. Wingate will be leading the assault on Halfaya Pass, which you will handle, while Rommel will defend Sallum from another force.
The overall strategy is to leave Model and the heavy artillery behind to defend Halfaya Pass, while the other troops slowly move to defend Sallum and Fort Capuzzo.
Place Guderian and Bock on the tanks, Messe on the armoured car, Rundstedt/ (Infantry gen) on the 3x infantry, and Model on the 2x infantry. Equip Model with a white death / (any force) and move him into Halfaya Pass. Model's garrison will be legendary here. Move your tanks and armoured cars out to clear the area. I recommend placing an Eugen on Messe's car. As for Rundstedt, place a paratrooper on him and get ready to fly him out of the airport on turn 3.
Let Rommel handle Sallum alone. He'll deal with it.
Buy the armoured car on turn 2, and get ready to move Messe and that armoured car towards Fort Capuzzo on turn 3-4.
Land Rundstedt on that Italian oilfield on turn 3 because of... Money Money Money!
Afterwards, move him up to that exact grid with the jungle on it. That prevents the enemy armoured car from landing, which may let things be slightly easier.
Now, the British will attempt to attack Fort Capuzzo and Halfaya Pass. Leave Model and the Heavy artillery behind to man the pass, and move your cars and tanks upwards. You should trade a blow or two with the sub-force just south of Fort Capuzzo as they pass by you towards Halfaya Pass. However, your main goal is to protect Fort Capuzzo against the landing forces and paratroopers.
The landing forces from the sea should be damaged since we had placed Rundstedt there and hit that tank quite a bit. Use your armoured cars to wipe out the paratroopers. If you wish to be extra careful, you can make sure to cover up the gaps around Fort Capuzzo so that ally Messe cannot get flanked and experience a morale drop.
After defeating the bulk of the paratroopers, it should be about turn 7 or turn 8. Quickly move your tanks, (Bock and Guderian) towards Sallum to face the next British wave led by Wavell.
At the same time, you may consider a hit and run on the northwest British airport where the paratroopers came from.
There'll be a heavy artillery sitting on the airport. Move Messe and Rundstedt up to destroy it, then capture the airport in the next turn and paradrop back towards Fort Capuzzo.
This allows you to avoid air attacks from the airport for the next 3-4 turns.
Absolute profit.
At turn 8, Wavell will appear at Sallum to attack Rommel.
Do not interfere. I repeat. Do not Interfere.
Wavell's Irish guards allows him to be a speedy devil and appear at Sallum, but at the cost of leaving all of his forces behind. He will defeat Rommel, but not take Sallum. If you wish for extra security, move your tanks behind him to block incoming forces, though that may be unnecessary.
After you occupy sallum, you can purchase extra troops to hold it if you wish.
At the same time, several troops will attack Halfaya Pass. They were doing the sneaky along the bottom of the map as Wavell started moving. Model and the heavy artillery will take care of them. After taking care of all of them, you can paradrop Model and move the heavy artillery out to whichever city needs backup. No more forces will be approaching Halfaya Pass.
On turn 9, German allies will return, (from Tobruk), and gather around Fort Capuzzo, forming a solid wall. Just chill with them, especially since air attacks have ceased.
On turn 12, the final assault will begin. The British troops will all move out of the northwest city, with several paratroopers dropping on Fort Capuzzo and Sallum.
Hold your ground. Fill it the cities with the best troops and hit them with everything you've got.
Now you're fully prepared to go out there and make mincemeat of them!
Final notes:
My tech level is 6/6/6/6/3 with special forces maxed out (whatever I remembered to use), so you may not be able to kill the troops as fast.
I strongly advise you to take the airport when you have time. The British commander won't take it back until turn 12 when it's time to drop on Fort Capuzzo. Really, just take it and run.
