My take : A very good medium tank general and undisputed leader of heavy tank generals. Extremely useful endgame general where heavy tank becomes more common. A 4* for me because, heavy tanks aren't much common initially and Desert fighting goes into drain when fighting on other theaters.

4.5 stars for me, since he doesn't really need desert fighting to deal damage. Just a nice to have skill.
I've seen him whack 80-90 dmg continously at an infantry, and with luck and some Panzer leader activations, he can wipe out a whole 4 stacks of infantry with a general on it.

For example, just hypothetically, if Guderian on a medium tank were facing a horde of infantry and artillery, with nowhere to use his anti-armour on, would that warrant an overall downgrade in his rating? I think not, because we can find other situations to use Anti-armour, and even without anti-armour, he hits like meteor. So looking back at Rommel's desert fighting, it can be used for half of 1944, and 1945 has one or two desert stages too, not to mention challenges. Desert fighting is a very specific skill, but there'll be opportunities to use it, and even without it, Rommel hits like a meteor too. Hence, while I do agree that it should be taken into consideration, it doesn't warrant dropping him to 4, hence my 4.5
