Ok, I won't lie that I am struggling in 1941 North Africa. I need an allied general (Axis 1941 North Africa done) to clear North Africa 1941. Whom should I get? I have 903 medals and no allied generals except freebies.

Macarthur is a solid choice. You'll have infantry in most of the stages, and Macarthur is the man. With infantry leader, suppression and raider, you can't ask for more. He has mobility too, which makes him a speed devil with the right special forces. I got Vasilevsky in 1940, and I still needed Macarthur afterwards. In fact, he became my main. He's like a Rundstedt with Yamashita speed.
If you want to weigh between getting a tank or infantry general, think about it this way, Infantry is more versatile than tanks. Infantry can turn into anti-infantry, anti-tank, paratroopers, mortar troops, AA guns with their special forces. Your tanks will... remain tanks. Perhaps the heavy tank can turn into an anti-infantry, but that's about it.
You'll eventually get a tank general, but I would still advocate for an infantry general first

Chuikov does the job of the artillery general prettty well, which makes Govorov a slight liability. I got Govorov at 1945, when I finally thought of getting a better Arty general. But up to that point, Chuikov was pretty solid. Except for the challenges. I kept dying to Leeb there. He's nice to have, but not super essential
