I want to do a conquest where you betray your allies and conquer the whole map, but I always end up in a situation where one of my allies refuses to leave anything unoccupied and I'm forced to give in. This is especially the case for smaller countries such as palmetto if they happen to survive, as they never leave their island. What country in what scenario would be the best option to do this.

I recommend Russia 1806. Because it's convenient. You can make Prussia neutral easily in the start. Austria will take time. Take a port of Sweden and one of their facility and they become neutral. All it takes is a little patience and a little luck to do so. Make sure to save after you turn any country neutral so as to not lose progress. I've done it many times with Russia 1806.
