Okay basically must win on 14th turn with only 2 good general (Putnik and Stepanovich). And also 8 forts to destroy. Anyway, anyone knows how to beat this? Ottoman and Romania are useless they can't even take a single city. While montenegro can but only held it for certain amount of time. Any help?

Use all knowledge to formulate Spy. Take top left city by turn 4 to stop air bombing of your allies. Your main objective is to destroy the 8 forts. Use all your units to attack forts whenever possible. Your allies will take care of the bottom 2 cities most of the time.
You may want to use Torvesta's trick when your art gen attack the fort next to the top left city.
