Should you attack the Netherlands immediately as France in the 1861 Conquest, considering you have a battleship, 2 generals, 2 howitzers and an Old Guard + Tactics and the fact that France is heavily population-capped at the start?

It depends on your generals and techs, do not try this if you do not have good generals like Straußenberg, Beseler, Stonewall, Ivanov and atleast chapter 6-7 tech.

I just go straight for the enemy in South America, the Dutch will most likely slow your march.

Problem here is ignoring the Dutch also slows you down as you have to walk around their units through the mountains/jungles tbh

Jungles/Mountains aren't very bad compared to a small chance of getting overwhelmed.

Well it appears that it's totally doable without generals on turn 2 since you have enough money for another Howitzer

Well I did and it worked out. Maybe some luck was involved but I got the city You should need no luck in defeating the Dutch. And you still have to traverse the mountains and forests in the DUTCH territory besides from the small strip at the top, which will be clogged if you march all of your troops through it.
