From 3 WW2 games i play (WC3,WC4,GoG3) Vatutin always has problem. The main one is his mobility. On WC3, his skill are great but its level are lower than Roko's skill. WC4 he has a great skill but his extra skill slot is only 1 compare to Roko's who has 2 extra skill slot. On GoG3 he has great skill but lack of PL and Mobility which is essential for Panzer General
Vatutin is amazing in WC4. Tanks are already mobile enough, and his extra damage skills (tide of iron) makes him ultimately able to attack more often, and thus superior in Glory of Generals 3.
Vatutin vs Roko battleground:
1. Mobility Stars. Roko>Vatutin by 2 stars
2. Tank Stars. Vatutin>Roko by 1 star. I think 2 mobility>1 tank star though.
3. Roko Anti Armour>Vatutin Anti Armour. This is pretty obvious.
4. Machinist=Desperate=Not-Very-Useful. 25% extra replenishment isn't too useful because you will most likely not be replenishing anyways. Desperate isn't too useful because 1. It's lvl 1 and 2. You want your heavy tank to be in a position where it is not being attacked a lot. Also, if your heavy tank is being attacked a lot, that suddenly makes Machinist better.
5. PL>ToI. PL is 24%. Assuming you do an average of ~150 damage to enemy units (including KV-6 rocket hits), 0.24*150=36. 36>12. In the very likely event that you take a stack off, PL shrinks to a 10% bonus. Still, 0.1*150=15>12. On average, PL will be better than ToI.
6. 4 Stars>3 Stars. Promotions aren't actually that expensive. I am getting over 10 promotion badges a day from challenge mode so in 4-5 days I can max a general's promotion for free without paying medals. Other than that, 15% more health is 15% more health.
Final argument to be addressed: I know that a powerful argument used by
Port, is that you need that extra bit of damage to knock off stacks to attack again. My counter-argument is that you aren't going to be using your general on non-damaged units. I always like using my katyusha to hit enemies before using the KV-6. Sure, you have to think a little more but after all, this game is about strategy, not blindly attacking things.
All in all, Roko>Vatutin.
Roko vs Monty:
1. Mobility Stars. Roko=Monty
2. Tank Stars Monty>Roko.
3. PL=PL
4. Monty Mechanist lvl 2>Roko Mechanist lvl 1.
5. Anti Armour>Ace Forces. This is mainly due to Ace Forces being really bad. I don't think Anti-Armour is too great for Roko though because while guderian usually does a lot of damage, roko does not do as much damage and will have some troubles taking down beefy tank stacks.
All in all, I would say Monty=Roko in power but I went with Monty because he is in more theaters and has 3 air stars to occasionally help with 1942 Pacific, although honestly that benefit is pretty small for the 100 medal extra price.
Vatutin vs Monty:
1. Tank Stars are equivalent
2. Monty Speed>Vatutin Speed
3. PL>ToI for above reasons
4. Ace Forces=Desperate=Sucks for above reasons.
5. Anti-Armour is slightly better than Mechanist. Why? Well because Anti-Armour lvl 1 only gives you a bonus of 12% against tanks. Mechanist is probably still worse because you want to be positioning your tanks in good spots, but I still find myself using replenishment from time to time.
6. 4 Stars>3 Stars. This one is pretty obvious.
Overall, Monty is slightly better than Vatutin but a lot more expensive. Still, I went for Monty because in this game you always want the best of the best generals.
