Nimitz = Halsey + Spruance + 90 medals.
Ok fine. And in 6 vs 6 manual pure battle as example, I'm sure Nimitz alone team (with 5 non general units) will win Hasley + Spruance (with 4 non general units) for sure in old version (don't count promotion) and very high chance with promotion.
90 medals is just about 1.5 hours grinding and that's not enough to downgrade a very good general (if i don't want to say the best allied Navy gen).
