Get Donitz first. You don't need any allied generals until North Africa and I finished Axis 41 with Donitz and Rommel only. So you should be set if you get Donitz. I didn't use any general expect for the freebies for allies' campaign. However, if you have great naval tech, Yamashita is your man. Some of the Axis land missions are very infuriating (like Bataan) and a good infantry general would definitely help. Admiral Aleksandr Kolchak,

I have Guderian and Leeb, with all the freebies up to 1941 Pacific. I’m thinking about getting Yamamoto or Macarthur next, what do you guys think? Maybe Nagumo/Donitz if your naval tech is low but if your naval tech is high lvl4/higher then get Yamashita/Rundstedt. If you need axis air gen just get Kesselring. Buy MacArthur on 1941 North Africa Navy is not needed for 1942. I perfect cleared 1942 with no navy gens besides the free ones. Air gens can wait till 1945. Infantry is the most important type in 1942 because of paratrooping and they will be useful in 1941/1944 while Navy will be not so useful. I would get Yamashita first, then MacArthur. Also, Monty and Rommel are nice if you want to perfect 1941 africa and 1944 Europe. So, to summarize, go Yamashita->MacArthur->Monty->Rommel

It is not really worth it to speed through the missions and barely beat them because you only get 10 medals for most clears instead of 30 from a perfect clear. Also, you want to clear all the missions for the achievement rewards. Navy is not so useful after 1942 until Operation Sea Lion so I would not get navy (I perfected all 1942 missions with only Ozawa so it is definitely doable).
