I've heard some good things about Golitsyn and sulkowski but I want to make sure I get the best possible cavalry general without having to spend real money.

Nobody even comes near Sulkowski and Golitsyn. If you like hybrids, then you can even get Ney as he is useful on other units + tough on cavalry. Alternatively, you can get Berthier and train him in cavalry and movement, but that would cost you a lot. However, fully trained Berthier is the best general in the game probably. Arguably second only to Lan. If you want Berthier's power (Which is very huge), you need to invest many medals.

A full trained Berthier hits on the AC average 4 more against infantry or Cavalary than Sakurako. Average DMG 86:82. He will take additional 2kποΈ for training and extra saddle, just to reach her untrained.
Sulkovski can be great - he has additional spy (perfect for AC). Golitsyn is top, but you get so many princess.

I think Golitsyn is the best tier 2 general period. Very focused skills and fence but overall, probably the smartest tier 2 buy you can make. P. S. As the user if Golitsyn, I guarantee you, he will serve you well!!
