What I think the 5* star generals should be

Thanks for the explanation of "metalled road". Your point with rasputiza may be a thing.
I don't believe 2nd Panzer Army lacked artilery or engineering support in October-November 1941. As I've just read, it had even a separate bombers' group. German tank forces also always had enough motorised infantry (2 tank battalions to 5 motorised inf battalions in each division) and artillery (on tractors and self-propelled). And until now I hadn't heard that Tula's defences were somehow better than middle level. However I'll do a little research on this question later.
