In the current end game meta, replenishment is not worth your money unless you have mechanist/reserve. Why? Well, replenishment does not stack with stars while recruitment does. So, in the early game (with no stars), recruiting would heal 100% while replenishing would heal ~40%. Replenishing is still worse hp/money, but it is still viable because you don't always have the money to recruit and 40% is really good for getting the higher formation bonuses. In the late game (with 4 stars), recruiting still heals 100%, but replenishing falls to ~25%. Unless you really desperately need it, that 25% is not really worth it. With lvl 2 mechanist/reserve, it becomes ~40% again, but without it replenishment doesn't scale well.

Unfortunately we don't get Leadership on any of the top generals. So, we are stuck paying high prices. Bock is always reliable. Bock is not good enough for late game. Guderian with 1 stack is better than Bock with 2.
