So... Mountbatten! Cheapest 4* general, most people just get Spruance or Nimitz, let's see if instead, you should get Mountbatten.
Skills:
Torpedo Expert LvL.1: 12% Isn't the best, but IIRC, he is the only one who has it (besides King). With Lvl.4 tech and using him on the Battleship on Op. Hailstone, he does a max. of 87 damage. With TE, that's a 10 damage buff. Pretty good.
Logistics: 8 damage healed might not seem like much, and it isn't. I would much rather just heal, but that's a real strain on your economy, and 8 damage healed can rack up.
Destroy: 24% crit chance is marvelous. A bonus on damage with a 1/4 chance of triggering? Yes please! Considering how Navy doesn't have a leader skill, this is the closest.
Cost:
595 medals is a lot, but it's relatively cheap for a top-tier naval general. He's in Pacific '42, so hey, free slot! Not to mention, 3*s in movement? Nimitz only has 1*. Medals are pretty easy to get though.
Comparisons:
(underlined = winner)
Nimitz vs. Mountbatten - Nimitz doesn't really have a defensive skill, but Battleships have 4 ranges instead of 3, so that's ok. Ace forces is equal to TE (1) in my book, and Wolfpack is better than Destroy. Mountbatten is worse.
Mountbatten vs. King/Spruance - If you are experienced, you can go through the whole game without a 4* naval general. If you are new, Mountbatten is better. I say Mountbatten is better in all, because he just has the defensive skill, and a fully maxed out Destroy. If you are willing to go the cheap route, so for the cheaper ones.
Overall:
He is a pretty good replacement for Nimitz. I got him for perfecting Taranto in '39, and Pacific '42 was looming. 600 medals is actually pretty cheap for a slightly/a little more slightly worse Nimitz, and 150 medals can buy you King, but you need 15 more medals. Honestly, I you want to save some cash, get him, but if you want something better than the 2 aforementioned cheaper navy generals, get hm.
To help you choose your Allied Naval general, I made a thing.
Nimitz - Get if you can afford him or want the Wolfpack and sheer and pure naval power.
Mountbatten - Get if you don't want to pay 150 more medals for Nimitz, and want something better than Spruance/King
Spruance/King - Get if you are a master-player and don't want to spend your whole medal collection on some naval general.
