Why does both Badoglio and Graziani always seems to be better than Messe in most of ET ww2 games although Messe is actually a better commander than them IRL?

Well, in WC4 Messe is arguably even the best, atleast price wise. Well Graziani is still better in WC4 tho especially on GoG3 where Messe almost become trash |
