yes, i supported this statement, definitely the best non-IAP Cav general for me. With the items that increase crit% and high morale, Belisarius is a beast in battlefield. i've seen him crits 3 times in a row in one turn becasue of his Cav Commander skill and Heavy Cavalry unit perks.
