nochbv, are you referring to the Challenge mode version or the normal version? If it's normal mode, it's a clear cut clean sweep from the coastal city to Hindenburg's city followed by Hindenburg himself. If it's Challenge mode, you need to send Grant and MacArthur across the lake after taking the coastal city and invade the NW city after finishing off the enemies on the south coast.
If it's the enemy spam, take out their spawn points ASAP instead of targeting the cities. Then, clear out the surrounding enemies before taking down the city. For the coastal city, once the stables is captured, take the city ASAP so that the enemy cannot spam arty.
If all else fails, it's time to invest in good gold gens.

But I didn't send units across the river as I never had enough time or HP After I took the city by the water, I just started spamming Militia from both my cities to block the river crossing That finally got me over the hump Getting some med tents and wagons changed the game for me |
