Aura changes the rankings a bit, so I will be assuming for one, your aura is Donitz.
The rankings are for mid-game (no aura), and late-game (Donitz's aura).
Mid-game:
1. Donitz - He is simply the best, TE and Warning are some of the best naval skills and the aura helps.
2. Nimitz - Assuming you don't have Donitz, Nimitz can fill Donitz's role for the Allies. AF is pretty bad however.
3. Nagumo - Yowza. He barely hits harder than Donitz on paper and he gets stuck here. To be fair, that was without TE factored in. He is a great admiral and is a great replacement for people who don't want Donitz.
4. Mountbatten - The Bad Allied Nagumo. No, really, look up their skills. Anyways, he is much worse than Donitz compared to Nagumo, but he is a great replacement for Nimitz. Mountbatten : Nimitz :: Nagumo : Donitz.
5. Cheap Outsider - Most likely Spruance or King, they shudder in comparison to Nagumo and even Mountbatten in output.
Late-game:
1. Donitz - Wow, doesn't change much. See Donitz above. Just for fun, if Nimitz was your aura he would still be here.
2. Nagumo - Wait what? Yes, Nimitz loses out to Nagumo with Donitz as your aura. Without an aura, Nimitz has no real tricks besides NGS, something Nagumo has and more and Mountbatten basically has (8-10 damage for TE I'm guessing).
3. Mountbatten - With your aura fulfilled, even Mountbatten beats Nimitz. Not by that much though.
4. Nimitz - If you don't have Donitz, well, he would be #2 for your aura, but since you can use anything in not-campaign, why not get a better Nimitz?
5. Cheap Outsider - See the other Cheap Outsider.
The late-game ranking should be taken with some skepticism, however, as you may split your navy into 2, so aura doesn't stack (only really effective in AGs and Conquests, where your only admiral should be Donitz, or if you are struggling, Nagumo too), as in Challenges, this isn't the best idea. For the mass fleet strategy however, this is for sure the ranking.
The mot controversial of this I think is probably that Mountbatten beats Nimitz. Allow me to explain. Nimitz's main job is an aura, and if you have Donitz (the best admiral), this is already done, leaving his other skill (ignore AF) being NGS, something Mountbatten can mirror meh-ly, and his other skills in total can beat Nimitz's one. I will say that it's close and I can see the results flipped.
Questions/Statements:
"But Nagumo has 5*s, shouldn't he tower over them all?"
No, just because you have *s doesn't mean you are the best or even good at your job. Look at Mannerheim for the former and de Gaulle for the latter.
"I disagree, ___ is better/worse than ___."
Since this is pretty opinion based, I can see some disagreements (mainly with the late-game rankings).
"Carriers are technically a naval unit, why aren't their generals here?"
Well, their method of attacking is different than other naval units (air), and they aren't really influenced or influencing enough.
