Allied HT Damages (On Paper)

A long time ago, I considered Vatutin to be the best Allied HT general. After doing some calculations however, I picked Roko. He then became my first Allied general. Some time later, I realized I didn't factor in PL's effective 24% damage buff, so Monty may have been the best after all. After recalculating the damage to fit PL, I can confidently release the data.
Notes:
I did this data when I had around Level 3-4 tank tech.
I did an AG and spawned an HT when I could. I used the 2nd Soviet AG. I used the max value.
This may not be totally accurate.
This damage is for if every unit had no defense. If you factor in defense, it can be compared in the same way.
Monty vs. Roko debate
This takes into consideration damage and only damage. If you want to factor in other things, come to your own conclusion.
Meaning:
BD is if you attack an artillery and the damage if they had no defense.
INF is if you attack an infantry and the damage if they had no defense.
TANK is if you attack a tank and the damage if they had no defense.
TOTAL is if you attack every land unit once without defense and that damage number.
MEAN is the average (or mean) of the TOTAL (split by 3 for reference).

Conclusion:
Vatutin is the worse one out of the 3 by far. With PL factored in, he gets beat by Roko and Monty. Without however, he absolutely ruled my rankings, and if you don't want to rely on PL (but why would you do that), he is the man for you.
Monty is better than Roko attacking non-tanks, but Roko's tank damage can make up for it in the big picture. It really depends on the field however.
