It depends as I'm not sure how this talent shield wall will interact with the skill shield wall. Or is it a better version of Arminius' and other gens' garrison? Anyhow, Labienus could benefit from a damage reduction as he can attack twice.
Also, will cavalry and infantry tactics from a banner stack with an already existing talent of Scipio, Crassus etc? If yes, then Huo can be turned into a +60%/+75% crit monster depending on the source of high morale.
And the banner of vulcan will boost 3 skills for Vercingetorix vs 2 for Burebista.

Banner of Jupiter should go to Labienus or Pompey. But Pompey already have Eagle so it's not really necessary. The Banner of Apollo however, Banner of Apollo should go to Antony or Belisarius. And Banner of Vulcan should go to Burebista.
