I’ve tried everything I know, but not doing something right. Also can do a 2 or 3 star obviously. Need to complete these steps in conquest.

Which year? Normal or challenge?
Many of the "required 1 star countries" already have a guide in EW6:1914 Library. |

I just won with a 3* country at the conquest 1914 level. But still didn’t get a rank. Basically can’t figure out how to win the Conquest Achievements listed in little trophy on the bottom left. Driving me a little crazy.

To get a better rank (A or S), you need to finish the conquest in as few turns as possible and capture as many cities as possible.
Did you donate to your allies closest to your enemies? Try donating to your allies with what you have left at the end of every turn. This should help in reducing the no. of turns.
You can also steal "unprotected" cities from your allies to boost your economy and increase the captured cities count.
