Beginner's Guide to Buying Generals (experts pls ignore)

If you're new to this game, and the sheer amount of generals that you can buy sends you into a spiral, then this is the guide for you.
As you may know, Tank, Artillery, and Navy Generals are the backbone of your team. However, you may be stretched on medals, and you want to get the most bang out of your buck.
But just looking at medal cost isn't gonna do you any good, after all, cheaper, or more expensive, doesn't always equal better. Here's a table which summarizes the cost efficiencies (and if you have more medals, the overall starting value) of each general.
Quality is colour-coded from best to worst: Blue - Green - Yellow - Red - Black. From left to right the numbers are: The in-game price of the generals, the theoretical price of the generals (not including HP) if you had built a general from the ground up, how much of their theoretical cost is relevant to their specific area of excellence, and how much their theoretical costs compare with their actual costs.
If I lost you, then just read this: The higher the numbers in the middle and last columns, the better, blue = good, and red = bad.
Note: I do not recommend you buying any of the Bronze generals besides Messe, or any of the Silver generals (unless you really want Vatutin)
Note: Govorov's value is extremely inflated due to his level 4 jungle fighting, which is extremely situational, and isn't worth very much unless you plan on using him in the forest a lot. You're better off getting the generals that I listed under "Best".
Note: Even though Yamamoto and Halsey's cost efficiencies are very low, they're very good at being air-navy hybrids, so I recommend that you buy Yamamoto anyway (later on). I don't really recommend any of the Silver Generals.
The biggest takeaway of this is that the IAP generals are actually kind of rip-offs (except Manstein), and that even at a 20% discount, the domination generals are extremely cost-efficient.
Also, the lower-tier the general is, the higher their cost efficiency, but the lower their overall value. The final value of generals also changes as you upgrade them, as you'll find out that some generals' skills really aren't that great...
