4 and 3 stars Artillery Generals Ranking

I'll answer 2 first since that's easier. Roko is a 2 star artillery general. If I had to include 2 stars, (coughs blood)

Now, why I placed Voronov below Simonds when Voronov is a "true" artillery general is due to the damage jungle fighting offers.

Crit rate silver means about 1 in 10 shots gets 1.5 dmg, so taking an average damage from a general on a heavy arty to be 60, crit gives an extra 30.

This can be easily gained back by 3 shots in the jungle. As noted, every map has jungles except desert ones. You just need to do some manuevering.

In addition, as your unit gets damaged, the 1.5 lowers each time, while the +10 remains constant.

Granted, the accuracy provides more flexibility in the sense that the 1.5 can apply onto any unit that it hits, whether it be on the sea or in cities, but I deduced that the control that one has in jungle fighting is better due to the rather low crit rate.
