1. 2nd Cuban War of Independence

No generals available, generals purchased through irl money(f2p btw)

VI. Balkans History mode

1. 1st Balkan War

No general available except for Radomir Putnik already in a Howitzer

I just meant that you need to recruit them to be able to use them. The word "need" might not be the best word used, but in terms of how I used it, It's like : "You need to buy this item before you can use it." rather than :"you need to buy this item to pass the level."
