I know there's already a couple guides for this level, but this guide is for a slightly faster (and MAYBE easier?) route that also helps you save a couple of your allies.
We're gonna split our team up.
Requirements: Close to max tech, at least 1 maxed tank general, 5-6 generals that have rumour and can hit somewhat reliably.
Use 2 tank generals, 2 arty generals, and 2 navy generals
Phase 1:
- So what we're gonna do is send our best tank general and an artillery general (doesn't have to be the best) up north to steal Baghdad, and everyone else is gonna go south.
- On turn 1 move your units as I did on the screen cap below, and make sure your cruisers are able to at rumour the general in Dubai at least once, and flank him. Preferably, you'll want to knock him out by turn 2. Use your ion cannon on the elite infantry on the very southeast corner of the map, so you can finish them off on turn 2.
- Then hope that you can take Dubai suffering as little damage as possible. Once the general in Dubai is confused you can move your cruisers out of the flank you did so they won't take damage from the missile cruiser and howitzer to the west. If he isn't confused by turn 3, or if any of your troops are confused, then restart.
- If everything goes right in your run, you won't have to buy a single ship.
- Up north try to knock out the western terrorist attack as soon as possible, and kill the howitzer general. You don't really have to worry about the triple titan tank attacking the southeastern Iranian city cause it's not gonna do anything once it takes that city
Phase 2 (turns 2-6):
- Try to capture the southwestern Iranian city and put some meat shields in it. Once you've done that thread the needle between Basra and Isfahan so you can make it to Baghdad without getting swarmed by enemies. Don't attack Basra or Isfahan, and try to stay at least 3 hexes away from either city. Use your ion cannon on any of the troops attacking Turkey and they'll probably survive, which you'll find useful later on
- On the south, once you've taken Dubai start making your way towards the west. Kill the attacking enemy missile cruiser, start building nukes, and buy an armoured car every turn or so which you'll use as a meatshield
Phase 3: Turns 7-11
- Turkey survived and is now providing you with some quality meat shields. Take Baghdad as soon as you can (with paratroopers if possible), so that it doesn't get taken by enemies, especially the general there, and then swarm and kill the general. Buy an armoured car every round
- In the south, lure Morita out of the city using one of your meat shields, and then take it using your firepower. Your navy generals are gonna clear out cannon fodder, and since double cruisers pretty much can't die in this level you can throw them to the fire if you want. Build an armoured car every turn or so here as well. After you take Riyadh, build up strength so you can attack Williams with one really large wave
Phase 4: Turns 11-16
- This is probably the hardest part of the level. Once you have 3-4 armoured cars in the north it's time to take Tehran. If you're gonna use any nukes now is the time (or you can save it for Medina, or Mashbad). Use your armoured cars as meatshields, and use your generals to only attack the city. You don't want to take any unnecessary damage, or waste your damage on cannon fodder enemies.
- In the south, once you have enough armoured cars to surround the force at Medina (I'd say 4-5 is enough), send all your troops to attack Medina. You should be able to take it in 1-2 turns.
Then kill all the cannon fodder around Williams, and try to surround him so he gets confused. The good thing about Williams is he can only attack at most once per turn, so you should be able to hold with your existing troops.
- Depending on your luck, there could either be an elite infantry in Medina (easy), a howitzer (easy as well), or a titan tank (not fun). In Tehran you'll luck out if there's just a titan tank, but if there's a general then you'll have to grind your way in
Final phase: Turns 17+
- Once you kill Williams you can ignore the south, or you can try to take a couple cities if you want more income. But stop building troops in the south.
- In the north, once you take Tehran, build armoured cars again. Try to surround and confuse Kotick, and then send your top tank general and some cannon fodder east to take Mashbad. This city doesn't have anti-air missiles, which should make taking it relatively easy, even though there's always a stacked titan tank there.
