Rules:
No fixed forces, a single player controlling an entire state and changing sides being allowed.
Armies
There should be a standing army for every state (depending on their real life standing army).
Recruiting new forces should be possible
But there should be a max limit for the recruitable population. The max limit should be 10% of the, for a lack of better word, "primary population" and varying percentages (but lesser than 10%) for "auxiliary population", depending on their closeness to the ruler and primary population.
Primary population- people with the most reason to support the state i.e. English, Welsh and Scots in case of Britain, French people in case of France and German people in case of Austria.
Auxiliary Population- everyone who is not in primary population.
Cavalry should be no more than the 10% of total recruitable population.
Military Production
Since the states which had huge population will be way more powerful in this scenario than they were in real life (Russia, Polish Lithuanian commonwealth, Ottoman Empire and Indian States), we should balance it out by adding military production.
Every country should have a number of starting "factories" which should be producing x number of y type of artillery in z pages.
Types of artillery- Light Artillery and Heavy Artillery
Building new factories should be possible, the rate should vary for different tier states- advanced, basic, mediocre and non existent.
Advanced- 1 factory in 5 pages
Basic- 1 factory in 10 pages
Mediocre- 1 factory in 35 pages
Non existent- cannot build a factory
Diplomacy
Every state except Britain, Hanover, Prussia (All on Anglo Prussian side), France, Spain, Saxony and Russia (All on allies side), should be neutral and can join any side and should be free to defect.
But the original 7 with the exception of Saxony and Russia, cannot defect, though they can sign peace and opt out of the war. Saxony should have option to defect from the beginning of the RP, while Russia should get that option after page 60.
