The Ottoman Empire halts its attack on Prussia and all 70,000 soldiers retreat to Romania. We start transporting 10,000 soldiers to an island in the Baltic coast given to us by Prussia.

You can check the "factories" section of the rules , the intial rules were accepted in a poll. And even though the RP format and rules were your ideas, you can't change them afterwards without a collectively made agreement by the players. |

If I wouldn't have made it more specific, technology tiers would have become irrelevant. I added the technology tiers for the purpose to give more historically industrially advanced countries an advantage in factories. |

Only for Darth Nihilus I don't know what "ideas" you gave to Prussia, but it doesn't seem to be too neutral. Only for Kliment Jefremovitš VorošilovI told them to try to end the conflict with France, but unless the situation turns I don't think they'll give up what they see as an advantage right now |
