Not great, not terrible, banner for Scipion or Huo. Is it worth so much gems consumption? Or it is better to spend gems to upgrade the pets?

I find pets more useful. Most likely we don't have a chance to deploy Scipio at all in these HL battles. I have only one fully upgraded pet unit, namely mammoths, and they are very helpful. I am sure Terracotta warriors could be of some use as well.

In "Epang Palace" campaign we can deploy Huo, but since I don't have him my choice for Banner of Minerva was rather obvious.

IMO definitely for Huo. Sure it can be for Scipio in the early stages, but once you max out Huo's Assault, it becomes Huo's.

This is a weird banner.. The talent which is the biggest perk requires you to have more stacks than the target and to score a critical hit. So we want it on a general who has access to the crit chance boosting skills (and something to give them high morale) and doesn't take a lot of damage. This can be achieved by -dealing high damage so the enemy gets killed without counterattack -archers -Guerilla, Ambush (or Helmsman) -high defense stat
If we meet the above criteria, then Raid and Counterattack will rarely come into play. So I suggest
Arminius (only gen with +40 cavalry capability; profits from Jungle and Charge)
Huo (his talent grants +10% crit chance)
and to a lesser degree Mithridates (Jungle; Advantage and he already has the talent so if it stacks he could have a 1.9 crit multiplier)
Drusus (has a "natural" high crit rate with Advantage and his talent which can be boosted with Artifact and Crossbow etc)
