RP Idea: Crimson Skies

It's been a long time (I think the Cold War TW) since I've been involved in an RP, and I was dead drunk last night, and as all good ideas come from being dead drunk was this one. Now, I don't have rules for it yet, but I have some ideas I'd like to bounce around (and see if folk are interested)
Crimson Skies is an interesting piece of Dieselpunk alternate history set in the 1930s that I absolutely love (and has unfortunately not had any attention to it since I think 2005).
"The end of the great war promised hope for the nation. The prohibition and depression eroded the core of the Union. The new nations took to the sky for the new era of commerce, and with it, sky piracy was born. This is a world on fire, this is the world of Crimson Skies."
This intro from their Xbox game props up the setting incredibly well. The crime wave started ny the prohibition, and the desperation of the depression destroyed all confidence the Americans had in their government, and so many local governments split apart. Meanwhile, the mafias and other criminal bands took to the sky as the nations of the wolrd collectively agreed that the way up, was indeed "up", and so invested their technology into their airforces, and their economy into the sky. With shipping, mass transit, and much else of the economy based in air travel, sky piracy is becoming a rampant issue.
I have two ideas. One, a normal TW or any other RP simply set in this setting, only with heavier emphasis on air force as opposed to infantry (although they still exist.)
Alternatively, something more akin to a tabletop game. Maybe using some old tabletop rulebooks as inspiration for something modified to fit a forum setting, with players operating individual squadrons of planes as opposed to entire nations, or just bands of sky pirates.
Another idea that just sprung into my head would be another ruleset, designed for each player to control either one of these nations, or to create their own criminal organization, with the goal of each player to make as much money as possible, while either avoiding being caught and eradicated by local militias, or to stomp out local crime.
