I will be judging the best price performers per color group( Grey, blue, purple, gold, I.A.P). Either 1 or more generals will be added, and i will be mentioning some honorable mentions. These are the criteria i will be using to judge which is which:
Price: Most important one. Lower the price=better.
Stats and skills: Stats is less valued, as the lower price generals are obviously gonna have lesser stats, but those with higher stats for their color are given bonus points. Skills are more important, as these is what we compare more with price rather than stats. Inspiration generals get bonus points for stats as they can reliably increase their stats. Reason why stats aren't as important is because if we simply want stats, we just buy the more expensive generals.
Skills level reliance: This can be both a plus and a minus, depending on circumstance. Generals less reliant on skill levels might have bad skills, so they do not require levels on those skills. On the other hand, generals more reliant on skill level might require more cost, but overall will perform better once their skills get upgraded. Skill level reliance also doesn't mean the general necessary has a bad skill, but rather the skill can be put off till later in the game, saving medals in the meantime.
Availability vs content: Being available early is great, but that increases cost as rank upgrades will start earlier(although it's cheaper earlier, so it's not too much of a big deal). But, we will also include the content or age when they are available. A general can have great availability, but if their performance in that content or age isn't great, then their actual availability value will be much later when they get more skill and rank upgrades.
Existence of artifacts: Some of the generals i placed here only managed to be the best simply because of the existence of artifacts. Without artifacts, they're not as good. So keep this in mind for some of the surprise top price performing generals.
Importance of niche: If the niche is important, then bonus. It can also affect the score in availability. It's a much more nuanced discussion, but i'll add this criteria for clarity in case some of my choices doesn't make sense, in case the existence of artifacts doesn't explain it.
Disclaimer: Not everyone will have the same criteria, although there would be similarities(price vs performance). So you might have a different opinion on it. Also, just because i didn't mention a general here doesn't mean that general is bad. And just because i mentioned a general here means they are the best. Another thing to mention is that generals are judged from a case to case basis. Sometimes, availability is less of a concern due to their strengths. Sometimes, it is more important thanks to their role. Generals that have support skills usually are better than damage dealers in this regard. And, to summarize my definition of price performance, it is: the minimum amount of medals spent for the generals to be competent in a team.

Grey generals:
Honorable mentions:
For grey generals, most of them are going to be great price performers, especially those who can be awakened. Honorable mentions would be Mulan, Pachacuti and Suriyothai. Archer commander is a no-brainer, great in archer comms. His awakened form is the last one you can get, so his full potential is pretty much just an accessory, but his normal form is good enough if you upgrade his inspiration a bit+ give him some decent items, and just maxing his archer comm makes him good enough for supporting the big boys like Nobunaga and Washington. Suri is the same as Pachacuti, but for cavalry. You get her awakened form much earlier than Pachacuti tho(15 days after arena is unlocked assuming you win all battles). Her normal form is alright: squishy and doesn't do much damage, but cav comm and inspiration is enough to keep her useable early. Once she gets her awakened form tho, her combat performance skyrockets. Bravery+plunder gives her high survival, and her improved stats put her in the blue color stat range, with inspiration putting her attack and def in the purple range. Cav comm raises that higher as well. Reason i didn't place her in the top spots for grey generals is simply due to how her normal form is quite lackluster without skill upgrades, and unlike Pachacuti, she has to go in and get hit to get regen her rage. You might be wondering why grey infantry comms aren't included in the honorable mentions? Reason why i didn't include the infantry comm generals are due to how squishy they are and how they lack inspiration. They don't even get awakened forms, so their stats are too low, making them a lot more reliant on items, while not getting more from items since they lack inspiration. They're usable of course, so don't despair if you use them.
Now, for the best price performing generals for the grey generals:

I know most of you are surprised to see this Austrian general, but yes, he is one of the best price performing generals( at least for grey generals). His availability is bad(industrial age), but thanks to that, he gets to be lvl 41 when you buy him. Stats are alright, skills are bad. But what makes him work is that he's infantry general that costs 450 medals to upgrade( and you don't even have to upgrade him all things considered). He's a great place holder if you lack some invested generals for Industrial age. Thanks to infantry rage buff, he can get his rage much faster, making him a great holder of artifacts like Aegis or Bottle of Life for Legend mode(trust me, you'll need some infantry generals for later legend trials, as enemies get massive cavalry damage bonuses). He is arguable tho tbh, because of the existence of another price performer in the blue generals, and because you don't need him in your main team when you reach industrial age. But he's great for his price, and if you decide to use 450 medals on him, he'll be a great all-round tank.

In my opinion, the best price performing grey general. Commander skill? Check. Inspiration? Check. The only bad thing i can say about her is that she lacks an awakened form(so Pachacuti would eventually be better than her, but you might have finished all of the hard missions before you get awakened Pachacuti) and she has low health. Inspiration takes care of her attack and def. And commander skill increases her attack along with other generals. She's available in the discovery age, which is the hardest age due to having the highest difficulty spike(you can argue it's not hard, but in all instances, the people who say this upgraded to the next age before completing the missions in discovery age). You can upgrade her archer comm and inspiration to 6, give her some items, and she'll be useful as she can support Nobunaga and your other archers. Not only that, once she reaches 6 stars, she gets plunder, which helps her survival for the later parts of the game. The hidden queen of archer comms as said by Erich von Manstein , which i agree.
Blue generals:
Honorable mentions:
For blue generals, we have quite a lot of honorable mentions, so i'll just be mentioning a few to avoid placing the majority of them here: Peter, Moctezuma, Khalid, Li Honzhang. Peter is a bit late to the party( gunpowder age) but he is a powerhouse. He gets infantry commander, and he's the first infantry commander you can buy that has competent stats( you get Barbarossa for free). Rumor is alright, not a game changer early on so you can skip, or upgrade it to 6 for the duration, and shelter is good enough at level 1, so no need to upgrade until much later. Once he gets 6 stars, he becomes tanky due to destroy. Only reason i didn't place him in the top spot is because of some considerations(existence of artifacts), and how you only buy him for infantry comms, but he's definitely 4rth place. Moctezuma makes the honorable mentions as he's your savior in the early to mid game, and in late game, his leadership skill will save you from a lot of unnecessary damage from the enemy. Reason why he isn't on the top is because he needs some skill investments in cure master and leadership, and blue generals are quite tight in the competition. 4rth place, and 3rd place if artifacts never existed. Khalid is great, it's just that another blue artillery general exists that is more cost efficient. Li hongzhang's only problem is late availability, that and Nobu and mocte can cover his leadership niche, while Jhansi and Pachi can cover the archer comm niche.
Now, for the best price performing generals for the blue generals:

Honestly, like Conrad, he's only here due to the fact that they start at 41, are infantry, and therefore quite efficient in holding artifacts(useful in legend mode), and if you want to use them more, he just costs 650 medals to get 6 stars, and although he isn't as durable as conrad, he cannot be rumored or debuffed by bugle, so that's good. Still tanky since he's an infantry general, 650 medals for 6 stars, and good artifact holder. Arguable in most lists, but he and conrad fits my criteria quite well.

Catherine. The archer slayer. The artillery tanker. Honestly, Catherine is great. She appears in the discovery age in a decent level for the age(level 31), and honestly, you should just get her and Jhansi for that age. You don't need to level any of her skills until much much later, and with archer comms, she'll be your main damage dealer against all those pesky archer generals. And when you upgrade her skills, they aren't too expensive compared to other generals, and you don't need to max them, or actually even level them up once. Speaking of archer generals, they are the most annoying generals to face against(artillery comms are close), so her being able to counter them increases her value more. Just give her an artifact(preferably mystletainn or gungir), and she'll do the rest. Great availability, great niche, just great. That's why she's called Catherine the great.

The only artillery general you need in all honesty until you get to the harder parts of the game,and even then with some luck(and artifacts) she can do the job. Also the best blue price performer based on my criteria. The only skill she needs to level up is inspiration, and rumor can be put off until later, or you can use some medals to get it to level 6. She also gets mobility, which is an interesting skill for an artillery. She would have loved destroy, but mobility isn't a bad thing, and in some cases, is a lot better than destroy. In castle heavy missions, just give her gungir and she can handle them. If only i knew that life hack, i wouldn't be suffering in those missions. Inspiration increases her attack, which is quite useful. Defense is quite bad, like all artillery generals, but they get quite a lot of hp, so it shouldn't be too much of a bother. Don't let her hit towers without your leadership generals hit the towers first. Funnily enough, at 6 stars, she's pretty good with Caesar. If you get Khalid and or Heihachiro, with ther artillery comm, no castle would be a problem.
Purple generals
Honorable mentions:
There are less purple generals, so less to consider. Also, keep in mind that purple and gold generals are quite expensive, so the best price performers might still be expensive. Here are the honorable mentions: Attila, Nobunaga, Barbarossa. Attila is only here because artifacts exist to lower their costs early on. Available once you start, 2.200 medals is acceptable early, and you only need to get his bravery to max(or a high level, although preferable if you max it). With the existence of artifacts, you don't need to waste medals on his cav comm(suri, asoka and/or Edward should suffice for cav comm). You can then upgrade his cav comm later on for harder missions. Nobunaga is probably the most impactful general of the game. High damage, comm independent, good availability, debuff god. You honestly only need to get his leadership to 6 for him to do his job. You can then max it later on, or even early if you have the medals. Spy is alright, but you can honestly just ignore it to save medals, as it's not as impactful as leadership, or get it to level 6. Barbarossa is the same as Attila, but his cost is even much lower. Like Attila, you don't need to touch his infantry comm until later, and you can just give him an artifact. All you need to do is upgrade his leadership to 6 for early to mid game, then max it later on.
Now, for the best price performing generals for the purple generals:

Aye, another surprise one. He costs 3500 medals, but we must consider the fact that he starts at level 41. Availability is bad, but one thing we must consider is that Cleopatra exists , so basically, thanks to Cleopatra being strong enough to be the only artillery general(and khalid is there in case you need more), then Heihachiro's availibility isn't as crucial as other generals. You don't need to upgrade any of his skills for him to be useful. Artillery commander isn't as important compared to the other comms, and your other comms can deal enough damage to castles if need be in case Cleopatra and other Artillery generals don't have enough damage for some reason(artifacts can solve this problem). Honestly, the only negative of Heihachiro is that Cleopatra is good enough, and in case you think she doesn't, you can get Khalid. That, and the best purple price performer has a similar role to him(spoiler).
I already spoiled who the best purple price performer is, and that's obviouslythe god of EW5 Charlemagne.

It's Bismarck. Only negative is his availability, but again, Cleo covers the artillery front for the early and mid game, so availability is not a big issue. And, unlike Heihachiro, you don't need to spend a single medal on him. He's already great at level 50 honestly. If you want to sacrifice his safe gameplay for a more risky playstyle by swapping destroy with accuracy(and higher stats), then you'll be spending 1650 medals, which is still much lower then Heihachiro. You don't need to upgrade rumor for him to do his job, but it will be useful in arena and later missions, so you can upgrade it. Perhaps the best price performer in the whole game based on my criteria.
Gold generals
Honorable mentions:
There are a lot less gold generals, and i'm separating gold generals from I.A.P generals, so even less. I'll only put one honorable mention: Caesar. Thanks to his gold stats, all he needs is an artifact. Don't need to upgrade his heals to be competent. No need to upgrade bravery until later, as he's tanky enough for early to late game. Even without artifacts, just upgrading his cure master to 6 is enough until mid game, and getting it to max for harder content is good enough. Available early along with Attila.
Now, for the best price performing general for the gold generals:

This honestly pains me. I want Caesar to be here, but there's just one fact that puts him above Caesar: he doesn't need to upgrade anything. For Caesar, you'll eventually want to get his bravery and cure master up( Bottle of life puts Caesar along with Li Shimin, but not everyone can or will get BoL). And even with bottle of life, you'll want to eventually get bravery up for the full Chad Caesar experience(which is the best all rounder general). You don't need to upgrade logistics for Li shimin honestly for him to perform at his best. Of course you want to, but if you think about it, Li shimin shouldn't be taking as much damage compared to the other unit types, so logistics isn't as crucial for him, and is simply more of a bonus. The same can be said to Caesar, but Caesar will always be in the front lines, so arguably, bravery is required for him to do his job in the harder content, meanwhile, Li shimin should rarely need it with proper positioning. Of course, thanks to the existence of Cleo and Bismarck, you don't need to buy him. But price performance wise, he's great for a gold general(groan).

The last surprise pick. A lot of people underestimate Alexander. But price performance wise? The best gold general. He doesn't cost anything to purchase as he's given for free, you don't need to bother upgrading his skills(spy can be delayed), has the highest rage regen in the game(40% without items), and is given early on in the game. With the existence of artifacts, he's should be something you can consider in Infantry comm now. His rank upgrades are quite expensive for gold generals, but all goldies have high rank cost. Aegis or BoL on him will be great, as he can get rage a lot faster even without killing, which makes him great in Arena. Gold stats also means he isn't a pushover and can take the punishment. His counterattacks will hurt any infantry or cavalry without bravery, and against archers who decide to attack in front of him(ai good). Bonus damage to buildings is whatever, but it helps where there are a lot of castles, and with Infantry comm, he pretty much is the artillery general. Honestly, with Gungir, he is the artillery. That said, you can use him in all stages of the game and he will be alright at worst and great at best, but Barbarossa+Caesar+Joan/Spartacus/Xerxes is good enough for early game to mid game infantry comm until you can get Peter and Petain, so you can ignore him. But, if you have Bottle of life, you can ignore Caesar and go for Alexander in your Infantry comp instead.
Poor Suleiman.
I.A.P Generals
No honorable mentions for I.A.P generals. Let's just skip the foreplay and get straight to the action:

Price wise, Washington and Genghis are cheaper. But, medal wise, Napoleon is cheaper. Explosion, rumor, and attack master is again, not required for Napoloen to function well. Washington needs his logistics in a high level for him to do what his niche is( one-man army) and you can ask why he needs logistics and Li Shimin doesn't, Li Shimin is an artillery general, 3 range, with proper positioning he doesn't need to bother with healing much. Washington without his logistics is just awakened Mulan with higher stats but no bravery, so it's arguable that he's worse than Mulan without his logistics at a high level(even maxed really for consistency). Same with Genghis, he needs his bravery to be maxed so he can actually hit generals in discovery age above without getting hit back and worse, debuffed. He also starts at a lower rank, so more medals used. The only medal Napoleon requires is for rank upgrades, and he'll do his job great.
If you have complaints, comment them. Keep in mind the criteria used tho.

Honorable mentions:
There are less purple generals, so less to consider. Also, keep in mind that purple and gold generals are quite expensive, so the best price performers might still be expensive. Here are the honorable mentions: Attila, Nobunaga, Barbarossa. Attila is only here because artifacts exist to lower their costs early on. Available once you start, 2.200 medals is acceptable early, and you only need to get his bravery to max(or a high level, although preferable if you max it). With the existence of artifacts, you don't need to waste medals on his cav comm(suri, asoka and/or Edward should suffice for cav comm). You can then upgrade his cav comm later on for harder missions. Nobunaga is probably the most impactful general of the game. High damage, comm independent, good availability, debuff god. You honestly only need to get his leadership to 6 for him to do his job. You can then max it later on, or even early if you have the medals. Spy is alright, but you can honestly just ignore it to save medals, as it's not as impactful as leadership, or get it to level 6. Barbarossa is the same as Attila, but his cost is even much lower. Like Attila, you don't need to touch his infantry comm until later, and you can just give him an artifact. All you need to do is upgrade his leadership to 6 for early to mid game, then max it later on.

Aye, another surprise one. He costs 3500 medals, but we must consider the fact that he starts at level 41. Availability is bad, but one thing we must consider is that Cleopatra exists , so basically, thanks to Cleopatra being strong enough to be the only artillery general(and khalid is there in case you need more), then Heihachiro's availibility isn't as crucial as other generals. You don't need to upgrade any of his skills for him to be useful. Artillery commander isn't as important compared to the other comms, and your other comms can deal enough damage to castles if need be in case Cleopatra and other Artillery generals don't have enough damage for some reason(artifacts can solve this problem). Honestly, the only negative of Heihachiro is that Cleopatra is good enough, and in case you think she doesn't, you can get Khalid. That, and the best purple price performer has a similar role to him(spoiler).

It's Bismarck. Only negative is his availability, but again, Cleo covers the artillery front for the early and mid game, so availability is not a big issue. And, unlike Heihachiro, you don't need to spend a single medal on him. He's already great at level 50 honestly. If you want to sacrifice his safe gameplay for a more risky playstyle by swapping destroy with accuracy(and higher stats), then you'll be spending 1650 medals, which is still much lower then Heihachiro. You don't need to upgrade rumor for him to do his job, but it will be useful in arena and later missions, so you can upgrade it. Perhaps the best price performer in the whole game based on my criteria.

Honorable mentions:
There are a lot less gold generals, and i'm separating gold generals from I.A.P generals, so even less. I'll only put one honorable mention: Caesar. Thanks to his gold stats, all he needs is an artifact. Don't need to upgrade his heals to be competent. No need to upgrade bravery until later, as he's tanky enough for early to late game. Even without artifacts, just upgrading his cure master to 6 is enough until mid game, and getting it to max for harder content is good enough. Available early along with Attila.

This honestly pains me. I want Caesar to be here, but there's just one fact that puts him above Caesar: he doesn't need to upgrade anything. For Caesar, you'll eventually want to get his bravery and cure master up( Bottle of life puts Caesar along with Li Shimin, but not everyone can or will get BoL). And even with bottle of life, you'll want to eventually get bravery up for the full Chad Caesar experience(which is the best all rounder general). You don't need to upgrade logistics for Li shimin honestly for him to perform at his best. Of course you want to, but if you think about it, Li shimin shouldn't be taking as much damage compared to the other unit types, so logistics isn't as crucial for him, and is simply more of a bonus. The same can be said to Caesar, but Caesar will always be in the front lines, so arguably, bravery is required for him to do his job in the harder content, meanwhile, Li shimin should rarely need it with proper positioning. Of course, thanks to the existence of Cleo and Bismarck, you don't need to buy him. But price performance wise, he's great for a gold general(groan).

The last surprise pick. A lot of people underestimate Alexander. But price performance wise? The best gold general. He doesn't cost anything to purchase as he's given for free, you don't need to bother upgrading his skills(spy can be delayed), has the highest rage regen in the game(40% without items), and is given early on in the game. With the existence of artifacts, he's should be something you can consider in Infantry comm now. His rank upgrades are quite expensive for gold generals, but all goldies have high rank cost. Aegis or BoL on him will be great, as he can get rage a lot faster even without killing, which makes him great in Arena. Gold stats also means he isn't a pushover and can take the punishment. His counterattacks will hurt any infantry or cavalry without bravery, and against archers who decide to attack in front of him(ai good). Bonus damage to buildings is whatever, but it helps where there are a lot of castles, and with Infantry comm, he pretty much is the artillery general. Honestly, with Gungir, he is the artillery. That said, you can use him in all stages of the game and he will be alright at worst and great at best, but Barbarossa+Caesar+Joan/Spartacus/Xerxes is good enough for early game to mid game infantry comm until you can get Peter and Petain, so you can ignore him. But, if you have Bottle of life, you can ignore Caesar and go for Alexander in your Infantry comp instead.

I.A.P Generals
No honorable mentions for I.A.P generals. Let's just skip the foreplay and get straight to the action:

Price wise, Washington and Genghis are cheaper. But, medal wise, Napoleon is cheaper. Explosion, rumor, and attack master is again, not required for Napoloen to function well. Washington needs his logistics in a high level for him to do what his niche is( one-man army) and you can ask why he needs logistics and Li Shimin doesn't, Li Shimin is an artillery general, 3 range, with proper positioning he doesn't need to bother with healing much. Washington without his logistics is just awakened Mulan with higher stats but no bravery, so it's arguable that he's worse than Mulan without his logistics at a high level(even maxed really for consistency). Same with Genghis, he needs his bravery to be maxed so he can actually hit generals in discovery age above without getting hit back and worse, debuffed. He also starts at a lower rank, so more medals used. The only medal Napoleon requires is for rank upgrades, and he'll do his job great.
