What does Tra mean? Is it Training starts? Each unit has a certain level of training, indicated at the top right of the unit. From nothing to one upwards chevron, and so on. The higher the level, the more HP, and other statuses you have. This is why it looks like gens "recover" HP if you use a gen with many training stars to train the unit he / she commands.

Wait let me get this clear. The symbol on top affects health I knew it increased it when the rank symbol changes but I never knew when the rank changes it permanently increases the generals max hp in that game, or is it a permanent change

It permanently increases statuses for that one unit in that battle. For example, a random militia unit achieves the top level (a *, I think). It applies only to that specific militia.
