Since the problem is that the question is too general, i'd answer smart but evil.
The thing about being good and dumb is that, being dumb means being in a less powerful position initially. Even if you were born in a position of power, and you will do everything in your power to do good, you will most likely make massive blunders due to being dumb that will result in massive damage to others and yourself. That does not even consider the fact that you are easily manipulated by outside forces who want more power. If we assume you are in a position of no power, then you will most likely stay that way for life, and will most likely be took advantage of.
Being smart but evil provides you with much more opportunities due to your intellect. Understanding how the system works, how things work in general, and how others tic is a great advantage. If born into power, as long as you aren't triumphed by your own ego, then you would make significant progress. If you aren't in a position of power, then you can find a way to claw yourself out of it.
The problem with asking about good and evil is that it never assumes what position of good and evil. Does it focus more on intent or on the result? Does a good person with good intention who unintentionally kills a whole village due to mismanagement be considered evil, or an evil person who saves a village due to reputation be considered good? It also does not try to define what good or evil is. Good in conduct, in nature? What qualities can be defined as evil? If those qualities are inherently neutral, then what makes them good or evil?
Smart is also too broad a term. Depending on those answers can pretty much change the answers.
Personally, i'm not a strong believer of good and evil, and am a believer that rationality is above morality. And that intelligence does not consider the ability to learn, or the ability to set aside ego to get to a goal, so evil and smart can easily have the same outcome as good and dumb in the end. But i'll still pick smart and evil, with the hope that the smart side is above the evil side , and that the evil side isn't *Auto Corrected*ed enough to make me lose sight of an overarching goal(also assuming that goal isn't stupid and myopic as well).
Good and dumb. I want to help people by pushing them off bridges because others convinced me to do so.
