I must be so dumb, because Ive searched this forum and it appears this tooic isnt discussed, which means you all know the answer yet I cant figure it out.
How do I get cities to the point where they can upgrade a level? I get when/how I can build buildings and/or upgrade them, but when it comes to the city itself, it seems just random. I see full green bars and such at the top of its window...but no upgrade symbol. I see a wrench at the bottom left of it's window... but nothing to actually do. It's driving me bonkers, and even the alleged 'manual' doesnt say anything about it specifically.
Y'all must know something I dont.. dont leave me in the dark!

One of the great mysteries of this game... after a couple of months of playing 1914, I still don't know anything about upgrading cities. So I would love any advice as well.

To the right of the National Technology button, if a city has not been upgraded to its max lvl, a green icon with three arrows pointing upwards should be noticeable. This assumes that the city had not been upgraded in the same turn.
You basically will have to just keep checking if you can invest in further city upgrades and memorised cities which have already reached max lvl.
I assume you are referring to 1804. The 1914 game indicates max lvl attainable by a city, but not the 1804 game.
Oh, any the green bar with a number ratio indicates how much HP the city defences have out of its total possible amount.

There have been times I've noticed that three up-arrows, indicating I can upgrade the city but I don't know why/when they occur and when they don't. I've had plenty of times where this also has NOT appeared yet there was nothing left I could upgrade. I even saw the blue wrench icon in there, implying there was something I could do, and yet I couldn't upgrade or do anything for that either. This goes for times I've built something in the city and times that I have not. I've often fully built/upgraded until I can't do any more, and yet still don't see anything to upgrade the city. For something so important in the game, it seems bizarre that this specific thing is a mystery. There should be some documentation that would say that if X condition(s) is satisfied, you can upgrade the city and the icon saying so will also appear. Hmm.

And I mentioned that the icon will appear (and the resources needed will pop up in a window when you press it) if you fulfil these conditions: 1. As long as the city still can be upgraded / has yet to reach its max lvl. You can't tell because there are no indicators (unlike the 1914 game), you can only check the window after every upgrade until the first turn when the icon stops showing up (which I had explained). You'll just have to memorise which cities can still be upgraded and which cannot, but a rule of thumb is that named cities and capitals can be upgraded for the most part. 2. You have not upgraded the city within the same turn. Same goes for the city's facilities.
