Okay, here we go:
Rain of Arrows < Street Fighting, but both are terrible for archers Hide (anything) > Marksman
1-1
Inspire alone >/= Archer tactics
2-1 for Drusus
Advantage alone < Besiege and Marksman, but Advantage with Inspire > Besige and Marksman
Conclusion: 3-1 for Drusus.

Dangnabbit! I was just about to conclude a very lengthy argument using upwards of half an hour of calculations! And then I accidently pushed the "Reload" button on my device! Forget it, I'll do it tomorrow.

Drusus
Hide - on defence Rain of Arrows - additional damage on defence (?) Advantage +10% (in all fights 50% more damage with 20% chance) Inspire +25% (damage increase by high morale) --> +35% damage always (on attack and defence)
Surena
Marksman +8% in seldom situations (... forget it) Street Fighting +20% to 30% in common situations (though only 25% of all combats probably) Accuracy +20% to 30% in 25% of all situations --> + 5% to 10% Besiege +20% to 30% in 50% of all situations (you got a larger force) Archer Tactics +5% (in all fights 50% more damage with 10% chance)
From the numbers not far apart, though a slight advantage for Drusus. But consider when to use them. In decisive battle Drusus is far ahead, as Surena will sooner or later get a decrease by moral by 25%. And larger unit stacks ... you will rather use Mitridates or Octavian on them than Surena, so the effect of besiege is also gone from Surena.
So ... for me a clear advantage for Drusus
