I am new to this game and I want to know what is the function of the recruit and replenish options in the campaign mode. I mean what does those options actually do to my army?

Recruit gives you 1 new stack of HP and goes with tech. Replenish is half the cost of Recruit but without tech it gives 50% of a stack back in HP while with max tech you get 33% of a stack back in HP (?). Basically, if you recruit, you have a whole new level of HP. If you replenish you heal that HP.

Thanks for replying 😊. But, I have seen some GamePlay and some players tend to use recruit in first or second turns without even attacking or being attacked. Why they do so?

You would like to give your troops the most health possible before attacking. Recruit does just that. I generally give my best troops (Guderian and my infantry generals) the extra stack, if they already are not on the maximum stack possible. However, depending on circumstances, I use the Special forces first and then stack up if possible. Also remember that if you give your troops more stacks, they deal more damage. For example, a 2 stacked tank deals less damage than a 3 stacked one, a 2 stacked infantry deals less damage than a 3 stacked one. Moreover, there is also a limit to how many stacks you can have. You can have a maximum of 3 stacks on infantry, 2 stacks for artillery, tanks, Armor and heavy artillery and only 1 for a heavy tank. All ships can have a max of one stack However, if you put a general, you can get another extra stack. For example, if you put your general on infantry, you can have a maximum of 4 stacks, instead of 3. However, if you put your general on a ship, then you cannot have two stacks neither in campaigns, nor in Conquests. However, you can have 2 stacked ships in Army groups.

That number further decreases to 20% I believe on a 4 star general.

shamelessly copy pasting one of my earlier test results for medium tanks They show the influence of tech level, general skills (Machinist silver and gold) as well as generals' health boost via promotion. In short, it's a fixed amount as Erich von Manstein said.
at tech level 6
no general: 196 HP, 80 replenished Montgomery (50% Machinist) at 100% health promotion: 196 HP, 120 replenished Montgomery (50% Machinist) at 160% health promotion: 314 HP, 120 replenished Rokossovsky (25% Machinist) at 160% health promotion: 314 HP, 100 replenished
So why the 80 base replenish? A medium tank at tech lv0 has 36 less HP -> 160. And half of that is 80. Makes sense as well because a full recruitment costs 36 gold and replenishing gives you half for half the price (18).

It's actually kind of unfair to have 50% of starting level. I think it should have been 50% every time. It really hurts when my general has just some 10-20 health remaining in his stack and replenishing it fully costs a lot than if he had lost that little bit of health, especially if your general has stars, and your income is low.
